Transferring a Special Purpose Vehicle licence

Sections of the Commercial Passenger Vehicle Industry Act 2017 relating to commercial passenger vehicle licences are now law. Information about the changes is available on the Industry reforms page.

Special Purpose Vehicle licences are transferable and can either be sold separately or as part of a package with the vehicle that is operating on the licence.

How to apply

To apply to transfer a Special Purpose Vehicle licence, the licence holder must complete and submit one copy of the following documents to the Taxi Services Commission (TSC):

The TSC will conduct a Criminal History Check on your behalf. The results of this check may affect your application. To find out more about police checks see Police Checks by the TSC.

Identification signage

Where a special purpose vehicle licence holder is required by a condition of their licence to display a sign or similar writing (however so described) in connection with the proposed service of the licensed vehicle, that licence holder is hereby issued with an exemption from compliance with that requirement.

Custom and Personalised Number Plates where an Agreement between VicRoads and the purchaser is signed, cannot be issued to any vehicle which is licensed or becomes licensed as a commercial passenger vehicle under the Transport (Compliance and Miscellaneous) Act 1983 (Vic). The only exemption from the above is where the Agreement was signed prior to 1 January 1994.

We will assess your application and respond within 10 to 15 business days.

Note: Please be advised there may be some minor delays in processing applications over the Christmas and New Year period. You can assist the TSC in processing your applications in a timely manner by ensuring all required documentation is provided at  the point of submission. The TSC also requests you submit applications as early as possible to avoid disappointment.

Approved applications

Should your application for transfer of a commercial passenger vehicle licence be approved, we will request the following:

  • A letter of settlement, signed by both the vendor and purchaser, stating that all money stipulated in the contract has been received by the vendor and that there are no monies outstanding.
  • If a vehicle is also being transferred, we will issue an 'Authority to Register' to permit the registration transfer of the vehicle into the name of the purchaser.
  • If no vehicle is being transferred, the presentation of a registration certificate and current roadworthy certificate for the vehicle to be used as a Special Purpose Vehicle (no older than 30 days).The vehicle must be registered in the name of the applicant before a commercial passenger licence certificate and special identifying windscreen label is issued.
