Applying for a Special Purpose Vehicle licence

Special Purpose Vehicle licences are issued specifically to cater for weddings and tours. These licences are only allowed to operate on a pre-booked basis.

'Weddings' includes carrying passengers who are:

  • members of a bridal party travelling during any part of the wedding ceremony/day (bride, groom and assistants to bride and groom)
  • travelling directly to or from a debutante ball or school formal
  • travelling directly to or from a funeral and/or participating in a funeral procession.

Licences are issued at a cost of $2,000 (GST inclusive) per vehicle.

How to apply

Please familiarise yourself with the Special Purpose Vehicle licence conditions before applying:

Custom and Personalised Number Plates where an 'Agreement' between VicRoads and the purchaser is signed, cannot be issued to any vehicle which is licensed or becomes licensed as a commercial passenger vehicle under the Transport (Compliance and Miscellaneous) Act 1983 (Vic). The only exemption from the above is where the agreement was signed prior to 1 January 1994.

Please note: The application fee, licence issue fee and annual licence fee must all be paid upon submission of the application.

We will assess your application and respond within 15 business days.

Payment options

Payment for the application fee, licence issue fee and annual licence fee can be made by:

  • Bank Cheque or money order: made payable to the 'Taxi Services Commission'
  • Payment Authorisation in Section 12 of the Non-Taxi Licence application form.

Please note: If your application is refused, the TSC will refund the licence issue fee and annual licence fee. The application fee is non-refundable.

Approved applications

Upon approval of the application, the licence holder will receive a licence certificate and an approval letter which will request the following:

  • A current roadworthy certificate for the vehicle to be used as a Special Purpose Vehicle (no older than 30 days) and the vehicle's registration certificate.

OR

  • If the vehicle is brand new, we require a letter from the dealership (on company letterhead) confirming that the vehicle is a non-demonstrator model. The letter must also include the vehicle registration number, VIN, engine number, make, model, compliance plate date and name of licence holder.         

Please note that the name the vehicle is registered in must match the name of the licence holder.

Special purpose vehicle licence holders will receive a windscreen sticker which will include the vehicle's registration number. These will be sent to the licence holders postal address upon approval of the vehicle.
