Penalties and enforcement

This page provides links to infringement information and outlines our operations to ensure all drivers, operators, and Network Service Providers comply with standards and conditions.

Infringements

Penalty notices may be issued for a range of offences, including not properly displaying photo identification, poor uniform, fare refusal, breaches of EFTPOS regulations and illegal mobile phone use.

See infringement notices for information about frequently-issued taxi infringement notices and the associated fines.

Industry Compliance Officers (ICOs)

Industry Compliance Officers (ICOs) are responsible for ensuring drivers, operators, and Network Service Providers meet their legislative and regulatory obligations.

ICOs undertake a range of activities including the investigation of complaints, various driver and vehicle inspection operations, targeted and joint agency operations, and other on-road work. ICOs perform inspections to ensure all vehicles comply with safety standards and that the driver is properly accredited.

ICOs also undertake covert operations, targeting drivers who do the wrong thing such as poor customer service, driving breaches, refuse fares and refuse guide dog.

Taxi Services Commission Monitoring, Compliance and Enforcement Policy 2015

The TSC Monitoring, Compliance and Enforcement Policy 2015 is intended to assist the TSC, industry stakeholders and other parties with duties, obligations and responsibilities under commercial passenger vehicle legislation. It is also to assist in understanding the suite of tools available to ensure legislative requirements are met.

The policy provides an overview of monitoring, compliance and enforcement options, and information on when the use of these options is appropriate.

A list of some of the TSC's regulatory tools is highlighted at Appendix B of the policy. This is not a comprehensive list of the tools or powers available to the TSC in the exercise of its legislative functions under commercial passenger vehicle legislation.
