Taxi driver protection screens

The TSC is changing how it administers driver protection screen requirements.

A licence holder/operator will only be required to provide or cause to be provided an approved driver protection screen when requested by a driver (for use at any time).

The licence holder/operator is not subject to this requirement if there is no commercially available approved screen for fitting into the particular make and model of the licensed vehicle.

Licence holders/operators will no longer need to provide evidence (i.e. a receipt) as proof of screen purchase when registering a vehicle as a taxi-cab.

The TSC will not provide any rebate to licence holders/operators who have previously bought a driver protection screen.

Background

On 26 June 2016 the Transport (Buses, Taxi-Cabs and Other Commercial Passenger Vehicles) Regulations 2016  came into effect. These regulations simply 'roll over' the previous regulations with minimal changes.

The 'roll over' regulations have been put in place to allow the TSC and the Department to work through the submissions made in the recent Regulatory Impact Assessment (consultation) process in relation to the proposed regulations (yet to be implemented). These proposed regulations seek to significantly reduce the regulatory burden on industry.

The proposed regulations will replace the current protective screen requirement (in the regulations and licence conditions) with a requirement that an operator or owner must provide an approved driver protection screen when requested by a driver (and not mandatorily purchase a screen for every licensed vehicle). 

It is anticipated that the proposed regulations will come into effect in January 2017.

In the coming weeks, the TSC will issue amended metropolitan and urban taxi-cab licence conditions to align with the proposed regulations and require a licence holder / operator to make a screen available on driver request only.

  • any operator presenting a 2012 or later model Toyota Camry for registration as a taxi will need to provide a receipt/proof of purchase for the TSC approved screen.
  • all operators of 2012 or later model Toyota Camrys operating as taxis will need to produce a receipt/proof of purchase upon TSC request to comply with their licence conditions.

This approval is inclusive of vehicles fitted with side airbags (fitted within the driver's seat) but excludes those vehicles fitted with side curtain style airbags (fitted above the driver's side window/s).

Condition 2

This approval is inclusive of vehicles fitted with front airbags but excludes those vehicles fitted with side curtain style airbags (fitted above the driver's side window/s) and side airbags deployed from the B Pillar or driver's seat. Installation of a hands-free intercom is recommended in conjunction with the TSATH05/a-401[3/4 Shield] screen. Operators are required to ensure the intercom remains fully operational at all times. This approval is inclusive of vehicles fitted with frontal driver and passenger airbags but excludes vehicles fitted with side airbags deployed from the driver's seat and side curtain style airbags (fitted above the driver's side window/s).

This approval is inclusive of vehicles fitted with frontal driver and passenger airbags and side airbags deployed from the driver's seat but excludes vehicles fitted with side curtain style airbags (fitted above the driver's side window/s).Screens must be fitted in accordance with the manufacturer's instructions.

Approval is inclusive of vehicles fitted with frontal driver and passenger airbags, side airbags deployed from the driver's seat and side curtain style airbags (fitted above the driver side window/s).
