Application criteria and process

Professional driving instructors in Victoria must hold a Driving Instructor Authority when teaching an unlicensed person to drive a motor car. This page details the applicant criteria and application process.

Applicant criteria

Applicants for a Driving Instructor Authority must:

  • Hold a full (non-probationary) Australian motor car driver licence.
  • Provide primary acceptable proof of identification.
  • Provide secondary proof of identification.
  • Successfully complete the Certificate IV in Transport and Logistics (Road Transport – Car Driving Instruction) (TLI41210). this must be accompanied by a letter advising if training was completed in a manual or automatic vehicle.   • Meet the Medical Standards for Licensing of Commercial Vehicle Drivers as set out in the publication Assessing Fitness to Drive, available from registered medical practitioners.
  • Complete a TSC Informed Consent Form PDF, 82.5 KB. This allows the TSC to conduct a criminal history check on your behalf.
  • Pass a driver history check. Applications will be checked for serious or frequent traffic offences. A history of serious or frequent breaches of the Road Safety Act 1986 may, in the absence of compelling evidence to the contrary, disqualify a person from being granted an authority.
  • Hold a current Working with Children Check (issued for "Employment" purposes) if they intend to instruct students under the age of 18 years on a regular basis.

Application process

Step 1: Complete National Police Checking Service (NPCS) Informed Consent Form

This allows the TSC to conduct a criminal history check on your behalf.

Step 2: Complete application form

Complete a Driving Instructor Authority application form and have the medical section completed by a medical practitioner.

Step 3: Attach photographs

Provide two recent passport-sized colour photographs.

Step 4: Attach evidence of completing the Certificate IV course

Attach evidence that you have completed the Certificate IV in Transport and Logistics (Road Transport - Driving Instruction) (TLI41210). Either, the certificate itself or an accompanying letter from the registered training organisation on company letterhead specifying whether training was conducted in a manual or automatic vehicle, is required.

Step 5: Attach certified copies of required identity documents

Attach certified copies of all required identification documents as outlined on page 3 of the Driving Instructor Authority application form PDF, 247.0 KB .

  • Victorian driver licence.
  • One primary evidence document.
  • One secondary evidence document.
  • Working with Children Check (issued by the Department of Justice – for Employment purposes) if relevant.

Step 6: Lodge application

Lodge your completed application form by mail or in person at the TSC, ensuring you have included:

  • National Police Checking Service (NPCS) Informed Consent Form
  • Proof of identity
  • Two recent passport sized colour photographs
  • Evidence that you have completed the Certificate IV course
  • Your Working with Children Check if you intend to instruct students under the age of 18 years on a regular basis.
  • Payment can be made using a postal order, bankers cheque or the TSC Payment Authorisation form DOC, 54.5 KB sent via the mail or in person at the TSC (cash not accepted).
