New Regulations

The Taxi Services Commission regulates the commercial passenger vehicle industry in Victoria, in accordance with various Acts, Regulations and other legislative instruments.

The new Transport (Buses, Taxi-Cabs and Other Commercial Passenger Vehicles) (Taxi-Cab Industry Accreditation and Other Matters) Regulations 2017 came into effect on 25 June 2017 and were amended on 2 November 2017.

These new Regulations streamline and replace five sets of expiring and redundant Regulations, including the:

  • Transport (Taxi-Cab Industry Accreditation) Regulations 2007
  • Transport (Taxi-Cabs, Buses and Other Commercial Passenger Vehicles) Regulations 2016.

The new Regulations relieve the industry of compliance with a number of technical requirements.

The purpose of the new Regulations is to support safe commercial passenger vehicle services and ensure consumer protections are in place, while enabling the industry to compete in an evolving operating environment. The key changes focus on:

  • driver responsibilities and passenger behaviour
  • vehicles and vehicle safety
  • fares and charges
  • operational oversight
  • record keeping.
