Statement 1: Organisation and functions

The Taxi Services Commission (TSC) regulates the taxi and hire-car industries in Victoria. 

The TSC's main functions are set out in legislation. They involve:

  • Accrediting drivers of commercial passenger vehicles and licensing vehicles to be used as commercial passenger vehicles
  • Developing and implementing operational policies, strategies and performance measures that meet the objects of the TSC.  These objectives are set out at section 115E of the Transport Integration Act 2010 (Vic) and they include promoting customer-responsive, safe, competitive, efficient and accessible commercial passenger vehicle services
  • Administering the Multi-Purpose Taxi Program (MPTP) and the Wheelchair Accessible Taxi Subsidy Scheme (WATSS) and administering licensing, accreditation and other requirements imposed on participants in the commercial passenger vehicle industry
  • Promoting and monitoring the industries it regulates to ensure compliance with any relevant legislation and regulations;
  • Investigating and prosecuting breaches of relevant legislation, such as the Transport (Compliance and Miscellaneous) Act 1983
  • Preparing and publishing guidelines on how to comply with, or in relation to the operation or enforcement of, any relevant legislation
  • Handling customer complaints regarding the operation and performance of taxis and hire-cars, and to deal with them in accordance with TSC's policies, procedures and any relevant legislation and regulations
  • Engaging and collaborating with stakeholders
  • Advising the Minister on the operation of relevant legislation
  • Implementation of the government-supported reforms from the Taxi Industry Inquiry's final report.

Annual report

The TSC has decision-making functions with respect to taxi and hire-car industry participants. These powers are contained in the Transport (Compliance and Miscellaneous) Act 1983 (Act). 

Under Part VI of the Act, members of the public can apply to the TSC for an accreditation (such as a driver, operator or instructor accreditation), or a commercial passenger vehicle licence (such as a taxi, hire-car or special purpose vehicle licence) and the TSC will then make a decision on those applications. 

The TSC holds a wide range of information about the industry and the TSC's functions and powers. The TSC also holds forms that can be used when dealing with the TSC. These are available from the TSC's website at www.taxi.vic.gov.au. Some documents are available in hard copy at the TSC's Customer Service Centre, which is open from 9:30am to 4:00pm during weekdays.

The TSC develops a range of policies and practices. As they are developed, mechanisms on the TSC's website are used to allow you to give feedback on the policies and initiatives. Statement 2: Categories of documents

The Taxi Services Commission (TSC) creates a large number of documents and records in the course of its work. The TSC uses an Electronic Document and Records Management System to classify, store, access and manage a broad range of electronic and hard copy documents.

The information contained in the Freedom of Information Part II Statements is a snapshot of the information available from the TSC and is not an exhaustive list.

The types of documents that the TSC handles include documents relating to:

  • Accreditation of drivers (including application forms and accompanying information received from the applicant and other agencies, such as Victoria Police, VicRoads, medical practitioners or the Courts)

Statement 3: Freedom of Information arrangements

Under the Freedom of Information Act 1982 (Vic) (FOI Act), members of the public have the right to request information and access documents about their personal affairs and activities of the Taxi Services Commission (TSC).

A freedom of information request needs to be made in writing to the agency in possession of the documents being requested. To lodge a freedom of information request, or for further information about how to make a request, please visit the TSC's Freedom of Information page. Once the request is received, the Freedom of Information Officer will process it in accordance with the FOI Act.
